"Unlimited data means no limits"

I'm fortunate enough to be included on some stupid mailing list that O2UK occasionally spams us with, and included in their latest email was this doozy.

While seemingly true for on-the-phone use, "Unlimited data means no limits" is at best a half truth. The limit is that you can't tether your phone to your laptop unless you pay an extra £10 a month. Which is a lot. They're crippling the functionality, until you pay them monies :(

Also, you can't really say "means no limits" and then follow it up with a "UK only. Excessive usage policy and terms apply." notice. I mean, surely there's at least one limit guaranteed (UK only) ... but we all know that there will be many more in the usage policy.

How are they still allowed to use the word "unlimited"?
